Unlike the UHC, VEVL members use their soultypes for selfish, destructive purposes, often seeking control, fear, and personal gain. They operate in the shadows but have a structured hierarchy similar to UHC. VEVL oversees villain schools, trains future villains, and coordinates attacks or schemes to challenge the heroes.
